That is a derivative of the "fundamental attribution error" (http://en.wikipedia.org/wiki/Fundamental_attribution_error) and essentially the entire point of the Republican party (just world fallacy - http://en.wikipedia.org/wiki/Just-world_hypothesis) - protecting the lucky/well known/founding/accrued notoriety people.
