The Cybersec Council would be led by DHS and would have representatives from Commerce, Defense, Treasury, Energy, Justice and the DNI. That seems more of a reaction to non-passage of the Lieberman-Collins bill, Title 1 of which would have done all of these things, than does the 19-page order that Bloomberg described."
